When the litters are overturned by the whirlwind
and faces are covered by cloaks,
the new republic will be troubled by its people.
At this time the reds and the whites will rule wrongly.

The republic by new people upset

First I must say that this needs further study; however I will entertain the following notion of the quatrain.
The first two lines could be giving us the time frame, which I suspect is the time of the Spanish Flu Pandemic, 1917-1918. Litters of sick people lying about as millions of people died (faces cover by cloaks) from this air born (whirlwind) pathogen. This then would lead us to the assumption that this quatrain could be discussing the Russian Revolution of 1917. The Russian Revolution has been described as the war between the reds and the whites. The Reds were described as the radical communist and the whites as the moderate socialist. Each of which had their turn in power before the revolution finally ended with a government which was a combination of both red and whites.
